Correction to the bulletin title.

Global Affairs Canada (GAC) has proposed regulatory changes for aluminum importations that are subject to the Aluminum Import Monitoring Program under General Import Permit (GIP) 83. These amendments, once approved, will make the reporting of the country of largest smelt (CLS), country of second-largest smelt (C2S), and country of most recent cast (CRC) (referred to as “CSC” requirements for the remainder of this notice) conditional for aluminum importations under GIP 83. To obtain more information, please refer to the Canada Gazette, Part 1, Volume 160, Number 14: Order Amending the General Import Permit No. 83 Aluminum Products<https://gazette.gc.ca/rp-pr/p1/2026/2026-04-04/html/reg2-eng.html>.
Notwithstanding that the provision of CSC information will become conditional under the regulations, from a technical standpoint the CSC requirements remain optional in the Production environment. At present, the conditional CSC requirements are expected to go into Production on October 1, 2026.
To collect the country of largest smelt (CLS), country of second-largest smelt (C2S), and country of most recent cast (CRC) information, three new Component Type Description Codes will be added to the IID in SG128.COD.7505.
As a result of these changes, the following updates are required:
1. Appendix B5.1.2 within the Single Window Electronic Commerce Client Requirements Document v5.0, has been updated as follows:

As per section 3(d) of the GIP 83, the country of largest smelt must be provided for all aluminum commodities composed of primary aluminum.
For commodities composed of secondary aluminum, input “2A” as the country code for this field.

As per section 3(d) of the GIP 83, the country of most recent cast must be provided for all aluminum commodities imported under GIP 83 regardless of whether they are composed of primary or secondary aluminum.

These requirements apply to IID version code 4.02, as well as future IID version code 5.01.

3. The conditional CSC rules will be enhanced to make the CSC requirements optional when the sum of the total commodity values does not exceed $5,000. The following scenarios help define how the conditional CSC rules will be triggered for regulated shipments:
Example 1:
IID Line Item 1: HS Code: 7601100020, Commodity Total Value: CAN$500 – CSC Not Required
IID Line Item 2: HS Code: 7605210000, Commodity Total Value: CAN$4,000 – CSC Not Required
In the above example, CSC is not required for both line items:
* Both products are covered by GIP 83, but the total value is $4,500, which is less than $5,000.
Example 2:
IID Line Item 1: HS Code: 7609000000, Commodity Total Value: CAN$2,200 – CSC Required
IID Line Item 2: HS Code: 7604290019, Commodity Total Value: CAN$3,800 – CSC Required
In the above example, CSC is required for both line items:
* Both products are covered by GIP 83, and the total value is $6,000, which is greater than $5,000.
4. TCPs will have the option to input “2A” to represent secondary (recycled) aluminum for the CLS and C2S fields only.
Example:
* Country of largest smelt: 2A
* Country of second-largest smelt: 2A
* Country of most recent cast: *2-digit country code*
Imported aluminum goods containing secondary (recycled) aluminum would report CSC according to the sequence above.
5. TCPs will have the option to input “99” (meaning not applicable as there is only a country of largest smelt) for the C2S field only.
Example:
* Country of largest smelt: *2-digit country code*
* Country of second-largest smelt: 99 (not applicable)
* Country of most recent cast: *2-digit country code*
Imported aluminum goods that were only smelted in a single country would report CSC according to the sequence above.
NOTES:
While the country of largest smelt, country of second-largest smelt, and country of most recent cast will initially be an optional data requirements in production, these requirements will be changed to conditional for GIP 83 upon entry into force of the regulatory changes, currently expected to be October 1, 2026.
Further communication will be made available prior to activating the conditional rules in the Single Window System.
CBSA’s certification lab is currently being updated to reflect the conditional CSC requirements for clients to test prior implementation in production. Generic country codes "2A" and "99" are not yet available for use in SG128.COD, but will be added to the system in the near future. Further communication will be provided as soon as these updates are complete.
These new requirements apply to all aluminum HS Codes included in GAC’s Single Window Initiative, Integrated Import Declaration (IID) - Regulated Commodities - Data Element Matching Criteria Table - Open Government Portal<https://open.canada.ca/data/en/dataset/791de1ec-7fc8-48f1-a4e4-8bbaebc67080>.
As outlined in the regulations, Customs Self Assessment (CSA) participants remain exempt from General Import Permits (GIPs) reporting requirements for aluminum and steel, including the need to provide the CSC data elements, when they release these goods under paragraph 32(2)(b) of the Customs Act.
